The President of the United Nations International Criminal Tribunal for Rwanda, Judge Khalida Rachid Khan, on 14 September 2011, assigned Judge Arlette Ramaroson (Madagascar) to the Appeals Chamber of the ICTR effective from 22 September 2011.

The assignment takes into consideration Resolution 1878 (2009) of the UN Security Council amending Article 13 (3) of the Statute of the ICTR which provides that the President may assign up to four additional Permanent Judges serving in the ICTR Trial Chambers to the Appeals Chamber of the ICTR once their cases are completed.

It also recalls Resolution 1955 (2010) and Resolution 1995 (2010) which notes that, upon completion of the cases to which they are assigned, four permanent judges will be redeployed from the Trial Chambers to the Appeals Chamber.

In her announcement, Judge Khan stated that the assignment was also made after having consulted with the Permanent Judges and it took into consideration the need to ensure trial experience from the Tribunal in the work of the Appeals Chamber.

Judge Ramaroson, who joined the Tribunal in May 2001, was assigned to Trial Chamber II which completed its last case, the Butare Trial, on 24 June 2011.

Prior to joining the ICTR she was the President of the Criminal Division of the Court of Appeal and Acting President of the Supreme Court Criminal Division in Madagascar.
