Jean de Dieu Kamuhanda, formerly Minister for Culture and Higher Education in the interim Government of Rwanda in 1994 was transferred to the United Nations Detention Facility in Arusha on 7 March 2000.

He had been arrested by the French authorities at Bourges (France) on the basis of an arrest warrant issued by the Tribunal.

Kamuhanda is charged with:

Genocide, or, in the alternative, complicity in genocide;

Conspiracy to commit genocide;

Direct incitement to genocide;

Crimes against humanity.

Kamuhanda was born on 3 March 1953 in Gikomero Commune, Kigali-rural Prefecture. He was an adviser to the President of the interim Government, Théodore Sindikubwabo before his appointment as Minister for Culture and Higher Education. In addition he was a high-ranking member of the MRND (Mouvement Révolutionnaire National pour le Développement) political party in Kigali-rural Prefecture.

According to the indictment, Jean de Dieu Kamuhanda organised killings in Gikomero Commune in April 1994. On several occasions he is said to have distributed firearms, grenades and machetes to militias to enable them to "kill all Tutsis and to fight the RPF (Rwandese Patriotic Front)". He personally led attacks carried out by soldiers and Interahamwe militias against Tutsi civilians who had taken refuge in the Parish compound at Gikomero and in the school attached to it.

Jean de Dieu Kamuhanda will make his initial appearance before a Trial Chamber as soon as possible.
